Remote Desktop From Server2003 to client Win2000Pro

With server/client network setup I can:
to remote desktop from client machine running Windows 2000 Pro (I had
to install Remote Desktop Connection on that Win2000 Pro machine) to
server running Windows 2003 Server with Terminal Service in
Application mode running
But I can't remote desktop from server machine running Windows 2003
Server to client Win2000Pro computer because when I lunch Remote
Desktop Connection there are no client computers there(at dialog box)
to choose from to connect to.
Even if I choose "more..." there is only one computer name - the
server's name itself. (all clients computers are running Windows 2000
Pro).
The question is: do I have to have Windows XP Pro installed on client
machines to be able to login from the server machine to client
computers?
Does the server computer have to have Terminal Service running to be
able to use Remote Desktop Connection on the network (domain)
(client-to-client, client-to-server, server-to-client)?
