Multi-Site Setup -- Weird Question

I have a strange, maybe even different question.

We are in the planning stages of setting up our AD
domain. It will be a child domain in an existing
forest. The child domain has been created, and is stood
up on 2 servers that will do nothing but be the primary
PDC and backup for the child domain.

We will have 17 unique remote sites all of which will
have their own DC.

I would like to create the entire domain in one room, but
I cannot connect the servers to the existing network
where the forest and child domain are, as they are not in
the same subnet as all the sites, so setting up AD and
the "sites" would not work, as it isnt part of that
subnet where the replication will be controlled. Correct?

So, this is my question. Could I create another DC in
the forest, take it offline, and move it to the "offline
network", turn back on in this new "network" location
where all these other servers could be setup just like if
they were in their own subnets, and then configure the
entire network? Then before they are deployed bring the
original DC back to the existing network to replicate
with the other 2 existing DCs?

Not sure that would even work, sounds a little to
outrageous to even me. But thought I would see if this
or an alternative would be available for building the
entire network in a single room.

Ideas?
