Password Complexity

Does anyone know how to allow accounts to be created
without passwords (for a primary school). I've checked
all settings in Domain Security Policy and Domain
Controller Security Policy to allow zero lenght passwords
and rewmove password comlexity, but can't change passwords
or create accounts without default settings, are they any
other things I need to check?
