Win 2003 server (Standard and Enterprise) has mail server. Set it up (Pop3
and virtual SMTP server.).
In the Pop3 you can chose to have same usernames and pwd, as domain
usernames and pwd.
In the SMTP server do not allow relay.

Actually you can set up any mail server for this purpose. You can download a
free mail server
from site www.argosoft.com ... there is a free basic version which will very
much solve your
purpose.
