FRS not starting

I'm having problems with File Replication Service not starting on a domain controller. I've noticed it since I've put a new domain controller on the network. All the AD objects and domain policies and such have replicated to the new DC, except the files in the SYSVOL and NETLOGON shares of my old DC like login scripts, etc. The new DC tries to replicate with the old one and gets 13508 errors in the FRS event log. I've used the Sonar tool from the W2K Resource Kit and data collection succeeds on the new DC but fails on the old one. I've tried starting the service manually and changing it from Disabled to Automatic, but it still does not respond. Is there anything I can do to get FRS working on my old DC?
