The ISP said they could delegate the IP block to our Domain host -
I'm not sure what that entails exactly.

Each one of my company's locations has an exchange server and sends
out email. My location is the hub to receive email for the entire
organization and then we forward via SMTP domain space sharing to the
other two locations.

We're getting failed\delayed message replies at the one location that
just switched to a new T1 provider - who will not create the PTR for
us. We do have public PTRs created with the ISPs of our two other
branches.

Is having the ISP delegate the IP block an acceptible solution? Any
risks?

If I may jump in, delegation means they will allow the SOA delegation to control that IP block to another DNS server, in this case they are suggesting to delegate it to your domain host, meaning they will now have control of the IP block and can make any changes or additions, PTRs, etc, to the IPs.

On another note, honestly I do not know why they would want to allow to delegate a whole block instead of simply taking care of your PTR request for only one IP address out of the block. This is the first time I've heard of any ISP not fullfilling a request for a PTR. Curious, who is this ISP?
