I see one DNS situation and hope someone can shed some lights here:

device22 is a printer, host55 is a Windows XP laptop. device22 is DHCP
assign IP and register dynamically in DNS, same as host55.

You can tell, that somehow the IP for device22 and host55 are messed
together.

What is causing this issue and how can it be resolved?

This is caused by the laptop registering its records in DNS, then being
disconnected from the network without releasing its IP lease, thereby
leaving its PTR record in DNS.
This is common, especially for laptops and it is almost always the PTR
record. You have to understand that since the laptop registered the record
it owns it, and can only be updated by the laptop.

There is a way to prevent this, you have to let DHCP do the registrations
for the clients, and remove DNS registration from the DHCP clients.
