I'm not sure if this has been asked or not. Today, I just notice that
DNS root server (l.root-servers.net) has a new IP. The old IP no
longer answers queries since May 1, 2008. The article is at:

My Win2003 L root server still points to the old address at
198.32.64.12. Has anyone edit/change your Windows DNS Root Hints (L
root server) to point to the new IP?

You should be able to use the "Edit" and "Resolve" buttons, on the Root
Hints tab.
