Is there a method to migrate all the records from one zone ie.
test.com to newtest.com.

Example:

host1.test.com 10.0.0.1 to host1.newtest.com 10.0.0.1
host2.test.com 10.0.0.2 to host2.newtest.com 10.0.0.2

It looks like I can use dnscmd and read in a file that has hosts with
IPs; but wondering if there is another approach. Any tips is
appreciated.

Easiest way?
If this is a Standard Primary Zone, create a copy of the test.com.dns file
named newtest.com.dns, then in the DNS management console create a
newtest.com Primary zone, using the existing newtest.com.dns file.
These files are in the %Systemroot%\system32\dns folder.
If it is ADI, temporarily change it to Standard Primary, which will create
the file for you. Then you can just rename it.
