I have an Exchange 2003 server. A host company collects our email
then I download it to the Exchange server.
One client cannot send us email. They recently changed ISPs. They do
not have an rDNS record setup.
I suspect that our host requires a rDNS, but when I asked their tech,
he says no. Is there a test I can run to see if our host requires a
rDNS? (I don't trust what the tech said!)

I don't know of any tests other than the fact that an SMTP without a PTR
gets mail rejected answers the question of whether a PTR is required.
PTR lookups are just one of a series of spam reduction checks, I don't
understand using a third party to collect mail unless it is to reduce
unsolicited e-mail and other e-mail threats.
