No, not necessarily. Don't confuse NetBIOS with WINS (they're
related, but one is not the other, nor does NetBIOS name resolution
require WINS) ...and if I simply ping the NetBIOS name of a server I
may well get the FQDN in reply, which would indicates DNS is working.

Just to add and elaborate, when pinging, it uses the Windows resolver
service (unlike nslookup that has it's own built-in resolver). The resolver
service attempting to perform the hostname resolution process first (Windows
2000 and newer, older used NetBIOS first). The resolver service appends the
search suffix(es) to the single name and attempts to devolve it using each
suffix, then if not found throught the hostname process, then tries using
the NetBIOS name resolution process, including if configured, trying WINS
first (assuming set for H-Node 0x8) and if not configured, B-Node (find by
broadcast).
