Hello darbee,
Can not really follow you about the need for changing the ip addresses. Anyway, do you use Active directory integrated DNS? If not i would change this first. Easier for replication of the DNS configuration to the other DNS servers that, i assume, will exist.
I would change the Exchange 2000 to a 3rd ip address to free his address. Then change the Exchange 2003 to the now free address and then change the Exchagne 2000 again to the address from the now free Exchange 2003 address.
For EVERY address change give an ipconfig /registerdns and give time for DNS replication. Also if you use MX records change them to the new address and again give time for DNS replication. Think this will work with a small downtime.
But i also will recommend to this at weekend times or at least at close of business. And inform the users, that they know about the downtime.

I have a new Exchange 2K3 server running alongside an older Exchange
2K server. Currently both are working as required. However, I need to
move the old 2K IP address to the new 2K3 server and vice versa and I
need to do it quickly i.e minimum downtime. I understand there are DNS
issues involved so could anyone offer the quickest resolution for such
an issue. It would be appreciated.
