When I look under forward and reverse DNS zone in the server I see old
machines that no longer in AD are there, double IPs address with
different machine names and they are not matching the DHCP server
machine name IP, How can I update the DNS to match the DHCP address
leases so there is no extra old machines in the DNS that they were
previously removed or renamed from the domain?

I have been doing inventory so i'm renaming all the PCs after PC
reboot new name and there and all i check in the DHCP server it's
fine then i look under DNS server I see new name and old name also
there? also sometimes the PC name HQ12 it's IP is 10.0.0.66 in the
DHCP address lease name and IP are correct but in the DNS server it's
different IP under that PC name?

You'll have to manually remove the old records for renamed computers.

Assuming your DHCP is Win2k3, create a dedicated user account and set the
credentials on the Advanced tab of all DHCP servers.
I suggest you carefully read this KB.
