I have been doing inventory so i'm renaming all the PCs after PC
reboot new name and there and all i check in the DHCP server it's
fine then i look under DNS server I see new name and old name also
there? also sometimes the PC name HQ12 it's IP is 10.0.0.66 in the
DHCP address lease name and IP are correct but in the DNS server it's
different IP under that PC name?

You'll have to manually remove the old records for renamed computers.

Assuming your DHCP is Win2k3, create a dedicated user account and set the
credentials on the Advanced tab of all DHCP servers.
