On both DCs put itself and the other DCs address in for DNS, it prevents
startup errors and greatly speeds up startup time. It is like this any time
you have more than one DC, and only becomes apparent when you have two or
more DCs.
If you have only one DC, it will start just fine if it points only to
itself, once you introduce the second DC, they will each expect the other DC
to be up and running with DNS. I have tested this to be a fact.
