No. This question came up when I installed DNS on the second domain
controller in the domain. I used the configure your server wizard to install
dns.

Is this the Configure DNS server wizard you see the first time you use the
DNS management console?
You don't need to create a zone, you could have selected "Configure Root
hints only" and been done with it.
