Directory Services is not an FSMO role, are you possibly thinking about a
Global Catalog Server?
The Global Catalog is not a FSMO role and is not seized, it is assigned by
an Administrator, you can make all DCs Global Catalogs if you want. It is
done on the NTDS Settings object in AD Sites & Services.

There are five FSMO roles, did you seize all five?

When I look at event viewer on the new DC (server07) under "Directory
Services" it tells me it failed to contact server05. How can I get the
network to "see" server07 for all DNS and directory services?

Did server07 have DNS installed before server05 died?
Does the DNS on server07 have the forward lookup zones for your domain?
There should be at least one zone for the domain name, and possibly two, one
for the domain name and one for _msdcs.<ForestRootDomain>.

You will also need to run metadata cleanup to remove the DC that died.
