Following the steps outlined you should be able to see if the deleted
server still has an entry "left over" in Active Directory. If it has you
should be able to delete it completely from Active Directory using the
ntdsutil command line utility and then you should be able to delete the
ptr record.

My Prob is when i delete the DNS PTR record on windows 2k3 Server its
getting deleted and the moment when i refresh/reload it, I could see the
records again back in DNS PTR
I wonder what made this to come back even after deleting it
Note:- This is a server and hence the PTR record is should get deleted once
we delete from PTR records
No DHCP Scope defined for this IP

Domain controller? If so how was it removed from the domain and is it
still present in Active Directory? If it is still present in Active
Directory (and I would guess that it is) then the Microsoft Support
