nslookup problems

nslookup strange results. I thought that when you queried using
nslookup in the following manner 'nslookup [ip address or fqdn].
[nameserver fqdn].' that it would send the query to the nameserver
listed in the command. However when I run it I get an answer that
could only be from the local internal name server.
How does nslookup actually work?
we have an external name server and an internal name server dns
servers. When I am connected internally and run nslookup to check on
changed entries on the external dns server, I will not see the changes
using the following commands:
nslookup {queried IP address} {external nameserver name or ip address}
the response I get is from the internal DNS server's settings. I
verified that by running
nslookup -type=soa kingcounty.gov. ns1.six.net.
Server: h195.six.net
Address: 205.236.16.195
kingcounty.gov
primary name server = nsm.metrokc.gov
responsible mail addr = hostmaster.kingcounty.gov
serial = 2007101800
refresh = 10800 (3 hours)
retry = 3600 (1 hour)
expire = 604800 (7 days)
default TTL = 86400 (1 day)
kingcounty.gov nameserver = nsa.metrokc.gov
kingcounty.gov nameserver = nsb.metrokc.gov
kingcounty.gov nameserver = nsm.metrokc.gov
kingcounty.gov nameserver = nsc.metrokc.gov
nsa.metrokc.gov internet address = 146.129.57.4
nsb.metrokc.gov internet address = 146.129.100.4
nsm.metrokc.gov internet address = 146.129.97.4
nsc.metrokc.gov internet address = 146.129.44.4
which are internal nameservers and not external. Yet even stranger is
that when the transaction is captured on wireshark, it shows that the
answer is coming from 205.236.16.195. Notice the different serial
numbers. I checked those against internal and external and the
2007101800 is definately internal.
But when connected directly to the internet, it gives the actual list
of external name servers.
