An older client that supports only WINS registration (ex: Windows NT) can be
set to look at a WINS server via DHCP scope WINS settings, so why go through
the hassle of removing DHCP scope WINS settings ansd setup your DNS zone to
look for a WINS server?

I'm confused...

The major advantage to using WINS lookups on the DNS zone is that clients
need only support WINS registration and not DNS registration for the client
name to be resolved in DNS. You can even use WINS proxying for clients that
don't support WINS registration, but still broadcast their NetBIOS name.
