I think the question is that the IP address listed here is the same address that is listed for the DNS server and the WINS server and presumably a DC with a static address. It might be more helpful to post the ipconfig /all for a workstation that is actually getting its IP address from DHCP.
There are other possible reasons for the slowdown that may have nothing to do with DHCP. You might want to time a workstation when you manually release and renew IP addresses from DHCP. It can sometimes take a few seconds, but not the 5 minutes that you mentioned.
If it does take the 5 minutes, I would make sure that the DHCP information is on the same segment and that you have your DHCP server bound to a specific NIC on your server. If there are multiple NICs, it can sometimes send the response back on the wrong NIC causing the ack to be dropped.
If the DHCP response doesn't take 5 minutes, remember that the workstation has to log on to the domain and the GPOs all process before the GINA presents the logon prompt. These things can all result in a lag here and make your users wait. This will take some time in troubleshooting, but the computer logs and boot logs would be a good place to start.
Finally, the fact that it is significantly faster when being manually set, can imply a difference between your manual settings and the DHCP ones. A workstation knows what Site is belongs to through the subnet. If it is not getting this correctly, it will have to poll DNS to get a list of other DCs that it can try and will go through a hierarchical process to find a DC that can sometimes take minutes.
With the data we have, I can't point at anything specific, but there are certainly some areas on which to focus.
