we have AD integrated DNS zone with dynamic secure update and DHCP is
set up to do following:

1) Always update A and PTR
2) delete entry from DNS when lease expire
3) update DNS entry for clients like NT4, unix etc.

DNS servers are set up for scavenging with standard setting and zones
are set up for scavenging also with standard.

We were told that some server(static IP) records were deleted from
DNS when scavenging was done from a DNS server which are authorized
to do the scavenging. So, my question is how is it possible? If the
servers are communicating regularly with DNS server then they are not
stale record and should not be deleted. So in order to prevent this
from happening I am looking for advice on how the server entry should
look like in DNS. should I uncheck box "delete this record when
becomes stale" for the server entry?.

Clearing that check box will prevent the record from being scavenged.

My understanding is even with this box checked as long as the server
is communicating with DNS regularly and record time stamp is current
we should be OK and record should not be deleted from DNS.

If you have disabled the DHCP Client service, the DNS Client cannot update
the record. The DHCP Client Service is required for DNS registration, even
if the client has a static IP address assigned to it.
