The above is best answered by buying and reading a book or periodical
that describes this in the detail YOU need. There are proably plenty of
free sources "First website" etc on the Internet too if you will Google for
them.

5 bucks and 5 minutes is about the minumum. (Unless you are already
paying for a service that includes the web site hosting for free OR you
have a friend who will host for you.)

The DNS Name should cost NO MORE than the $8 per year that
Godaddy charges unless you need to register in some non-US country
domain where the practices are different.

$100 per month with a
lot of work building the site is about the most you should PAY if you
are not paying for the initial site design by someone..

In general no, as long as you register with a reasonably reliable Registrar
(like Godaddy) you will have no problems -- Godaddy will also give you
a limited web page (set) for the $8 per year and provide the DNS servers
as well.

You should plan to leave the DNS at the registrar.

It isn't that big a deal. You could build the site and paste or transfer it
in later -- or you could buy the name first.

In fact, you just invest $8 and go register your name with Godaddy.com
and see what you get -- even if you move your WEB to a dedicated server
for $100 per month later (really more than you should pay even) the
registration will be valid and you will have your NAME already.

Go get your name -- most "good" names are already gone unless you
are creative with multiple word phrases etc.

are there tools or computer languages/formats regarding site building
that must be used or anything to be aware of?

HTML is pretty much the minimum. CSS and other things are optional
but might be useful when you gain some experience -- as are programming
languages to make the web pages "do more" (e.g., PHP, Perl, ASP/VBS etc.)

working hard on building a site, i don't mind. But i would mind if I
start up to find out there is something i did not know or do right and
have to restart from 0.

No, the worst that you will lose is the effort it takes to create the FIRST
page or first pages of your web site but that is sort of like creating your
first Word doc or first Excel spread*** -- you will always learn more as
you do more.

As to the name, you won't ever lose more than the $8 -- and only lose that
if you decide you don't like the name you bought.

I look up the net, collect info, (try to 'skin off' marketers), but
this info is so ramified and full of acronyms and abbreviations that i
can't seem to find the starting procedure point......

Spend the $8 at Godaddy. You can have a site in less time than it takes
to give them your credit card or paypal and fill in the info for the
registration.
(Don't buy any of the Extras they offer either -- they make some of their
money on "add-ons" to the basic registration.)

i am beginning to see the light. At least getting a small
understanding of WHAT IS a domain, WHY I NEED IT as a PRELIMINARY for
a website, and that it is possible to find means of expanding website
public viewing (i check dome small businnes Yahoo site info).
I still don't have a work permit here (it's been 8 waiting years, and
i haven't had access to a computer for about 10 years. Things have
changed a lot with the internet access!!!!!! Alhthough i have been on
the market w computers for about 15yrs, i only used it for production,
no time for research or ideas back then...
Google is not very help***, but Yahoo is clearer, i checked godaddy as
well.
My primary goal with a website is to expand visibility for my
paintings and art works, which means the site would have to remain
active, supervised, reachable and promoted to the right crowd. The
website would have to allow creativity, both in display and perhaps in
adding video creations etc.
I am assuming i should beware of a certain type of file measurement,
called meg, gig, etc...
You seem strong on godaddy. Hpwever the A) & B) following options
appear good to me. Do you have an opinion, (i will need to use lots of
images), of the type of plan i shld look for?

(which vary from 3.95 to about 8.95 / month , domain stuff included),
free sites and then godaddy upon your suggestion.. But the computer
jargon looses me a little.

I still do not understand the stuff about "linux or Windows" and why
it should matter to me in selecting a hosting service?. those PHP,
Perl, XHTML things still mystify me.

B) The Free Site.com might also work, although it seems more suitable
for display than action/expansion. And I have a feeling it might cost
even more than the IX in the end...
