We need to completely replace a W3K Active Directory domain
controller due to hardware issues. The domain controller is also a
DNS server (Active Directory- Integrated)

To prepare for the switch, I've transferred all the FSMO roles from
the old DC to another DC in the domain. The issue I'm concerned
about is the DNS piece.

I will configure the replacement domain controller to be an Active
Directory-Integrated DNS server and I would prefer for it to have the
same IP address as the old domain controller that we're removing.
(IT management prefers to use static DNS so many of our clients have
a static entry pointing to this IP address). We do have a second DC
in our domain serving as a DNS server.

What is the best sequence of steps to accomplish the switch? Should
I wait to configure the replacement DC as a DNS server until after I
run DCPROMO on the DC that we're removing? Can I then give the
replacement DC the same name and IP address as the DC that I removed,
fire it up and configure it as a DNS server? The new replacement DC
is already joined to the domain. Any advice appreciated.

Promote the new DC, install DNS, change IP addresses, rename old DC with a
new name (or demote it completely out of the domain, make sure it is not
even a member) force replication check ADU&C that the account is completely
gone. Then rename the new DC with the old DC's name.
