Browsing will not work without NetBIOS. So it would be inconvenient
in most real world situations.

There are other things in Windows that require NetBIOS as well.

What in Active Directory still needs WINS? We built up AD without
WINS built on a 2003 AD machine.

It isn't AD per se for most things, but the lack of Browsing. There are
however a few domain features like External Trusts that (may) need
NetBIOS, restricting users to a "set of computers", support for legacy
computers (NT/9x), and support for legacy applications other than
Browsing.

Also, there are some areas of both Exchange, Cluster Services, and
maybe SQL that could require NetBIOS.

Once you accept that you must support NetBIOS then WINS Servers
are required IF you have multiple subnets -- and every machine, even
modern DCs and servers as WINS clients.

We still have WINS on a couple 2000
servers, but you really feel the screems when those servers hang and
people can access things. I thought AD structure provided that
resource infrastructure?

No.

There are legacy components and services which are still dependent on
NetBIOS, and WINS is a practical necessity for that with multiple
subnets.

One (what) or the other (what)?

NetBIOS (and WINS) doesn't interfere with other services or choices
in any significant way.

The reason I
ask is that we have a lot of legacy equipment, NT, 2000 servers that
are not on AD. So is it possible to have new desktops browsing and/or
searching AD.

Wouldn't you want the old machine to find "new" servers, and the new
machines to find "old servers" (sometimes)?

Configure (literally) every machine with NetBIOS and as a WINS client if
you use WINS (e.g., you have multiple subnets.)

Or you can't have both?

Can you be configured to search AD first then WINS if the resource
isn't listed in AD?
