What in Active Directory still needs WINS?Technically, nothing in AD requires WINS, as long as there are no down-level
clients or apps that require NetBIOS.
AD does require DNS, WINS is still around, and will be for the foreseeable
future, for resolving NetBIOS names across multiple subnets, because NetBIOS
is a Broadcast name resolution protocol and it won't pass through most
routers, allowing Network Places to populate with machines on other Subnets.

I thought AD structure provided that resource infrastructure?
I suppose Microsoft over estimated how easy it would be to retrain users the
search Active Directory for their shared resources, instead of doing what
they've always done, Browse into Network Places.
Remember the "Directory" icon that was in Network Places in Windows 2000?
It was removed from Network places on XP and replaced with "Search Active
Directory" These two functions allow you to locate shares and Printers that
are Published in Active Directory. These work great, the problem is, most
Network Admins don't take the time to publish shares and Printers
(Preferably by the FQDN) in Active Directory, mostly because most users have
not been retrained into searching Active Directory for them.
