Generally correct. Most/many RBLs return one or MORE
of the loop back addresses 127.0.0.1, 127.0.0.2, etc
to mean different things.
These are also used by WhiteList DNS servers as well.
The client (SMTP server) must understand the meaning
of these to take effective action -- and the meaning may
differ from RBL (or WBL) to RBL.
