The way you determine this is the also ping with the
IP address -- if that works and pinging by name fails
then you have proven that there is a name resolution
problem and not an IP/routing problem.
Is the surbl.org registered (under that name) with DNS?
Can the clients find that DNS server (either they use it
directly or they use a DNS server which can recurse to
it....etc.)
I believe the way it works with the RBLs is that it will resolve to it;'s
loopback, but that would depend on whether the zone is created in DNS, as
you asked Herb, or how the poster actually configured the RBLs, whether thru
the IMF, 3rd party tool, or actually configured all of the RBL zones, which
is tedious as an antispam solution.
