By isolating the router is a good strategy and should be that way, I

Actually, that IP does not show up until hop 4:
4 21 ms 15 ms 27 ms 192.168.25.1

He doesn't even show 1, 2, and 3.

The point I was trying to make is that he needs to check the MTU of every
interface until it gets to the ISP. If the ISP has an MTU problem, he needs
to tell them.
