I'm not sure what to think about the tracert, this site is pingable. Were
you able to do a straight ping to the site or was it ping with 1472 byte
packets the one that didn't return. Did it timeout or did you get packet
needs to be fragmented but DF set?
If it timed out reduce the 1472 until it is returned, that would be you MTU,
find the problem interface between you and the site, or reduce the MTU on
the interface on your machine to that number plus 28. Then try to access the
site.
