Standard Query A <Root>

Tech-Archive recommends: Fix windows errors by optimizing your registry

One of my Windows 2003 servers keeps repeating a "Standard Query A <Root>"
request (as shown in the Ethereal sniffer trace) to the DNS Server, and the
DNS Server keeps responding that the record doesn't exist. What is the
meaning of such a query? How can I fix that? Other Windows 2003 servers
are not issuing the request.
