Kevin, I'm a newby to all this so I'm afraid I don't follow your answer.

When I set up the domain on the server using Matrix, it created an FTP
Host
A entry with the name server's IP address. I changed this to another IP
address.

In your FTP client just use the IP address of the new server
anywhere you would formerly have used the name.

For instance, the command line ftp server can be started this way:

ftp 192.168.10.5

In any "GUI" FTP software you can just put the address in whenver
you create the 'connection' or whatever your particular software calls
it.

I'd appreciate a step by step explanation as to how I set up the ftp for
this domain.

What is your FTP client? (We can't know that.)

FTP does not require a host name, an IP address will work fine. If your
having login issues or connection issue it could be your firewall
blocking
ports, you can try to set your FTP client to use PORT mode, which
requires
ports 20 and 21 open. PASV mode requires port 21 and another ephemeral
random high port greater than port 1023 usually in the 20000 to 60000
range.
I know that's a big range the FTP server decides the port number and
tells
the client which port to use.

Best to just disable PASV mode and open 20 - 21.
