Answer... IT's up to you...
If your child Domain DNS servers don't have Forwarding configured they'll
use their root hints to solve queries to public domain. If you configure
Forwarding they'll use the servers that you configure on Forwarding, if the
ISP Servers or the Top Root servers (Whatever servers that you configure on
Forwarding) for some reason don't respond (ip changed, etc) they'll try to
use their default root hints to solve queries to domains that they aren't
authoritative for (unless you choose the option "don't use recursion for
this domain").

I have multiple AD integrated DNS servers. Some in the child domain and the
rest in the parent domain. Our ISP has changed so I need to change the
forwarders settings. My question is, should I only set forwarders on the
primary DNS server and leave the rest of the DNS servers' forwarders
entries
blank or should I make those settings on all DNS servers? Some servers are
in
different sites but all have a connection to our BGP/MPLS cloud to access
the
Internet.
