There is much I'm not following about this; my fault, not yours, Kevin!
Thank you for your patience.
From my PC when I type "nslookup 2.0.0.127.relays.ordb.org" (no "." at theend!) I get the right response. If I make the end "org." (added the ".") I
get the same thing.
On the server with the problem, if I type the nslookup with no dot at the
end I get the string of IP addresses AND the "Name" it returns is
"2.0.0.127.realys.ordb.org.com"! It looks like it is tagging ".com" on the
end! When I put the "." on the end I get the same correct response as from
my PC.
I did an ipconfig /all from each machine and was amazed at what I saw. I
don't know what it MEANS but even to me there is something possibly related
to the ".com" addad on as described above.

Where the "Primary DNS Suffix . . . . . . . : com" comes from beats me, but
it sure looks like what's getting tacked onto the end of the nslookup line!
Any suggestions before I start in with the crowbar and chain saw?!

What happens when you run nslookup 2.0.0.127.relays.ordb.org, by default
nslookup appends the Primary DNS suffix first, and sends
"2.0.0.127.relays.ordb.org.<primaryDNSsuffix>" looking for an matching A
record.
To prove this to yourself, use nslookup -d2 2.0.0.127.relays.ordb.org
(without the trailing dot) you will see nslookup append your suffixes.
However, what doesn't make sense to me is that when I do the same
nslookup from other computers in my system using both the same
firewall and same DNS servers, the response is correct. How does
this fit with the Wildcard record you mention?
I would need to see an unedited ipconfig /all from your machines to fully
test my theory.
