Errors 4000 and 9999 on secondary DNS server

I am receiving the following errors on my secondary DNS server, my
primary DNS server is working fine.

Event Source: DNS
Event Category: None
Event ID: 4000
Date: 4/5/2006
Time: 7:37:57 AM

Computer: DC-02
Description:
The DNS server was unable to open Active Directory. This DNS server is
configured to obtain and use information from the directory for this
zone and is unable to load the zone without it. Check that the Active
Directory is functioning properly and reload the zone. The event data
is the error code.

Event Category: None
Event ID: 9999
Date: 4/5/2006

Description:
The DNS server has encountered numerous run-time events. To determine
the initial cause of these run-time events, examine the DNS server
event log entries that preceded these run-time events. The data is the
number of events that have been suppressed in the last 60 minute
interval.
The solution is to "Check that the Active Directory is functioning
properly and reload the zone" I am wondering if this means to delete
the zone first and then recreate it. If so will this have any effect on
my user community? It sounds like DNS is not even functioning on the
DC-02 server, so I would think there would not be any effect. If
someone could just verify this for me I would appreciate it.
