Is perfectly possible but may not be the most
efficient.

We have a point to point T1 connecting 2 sites. Site 1 has the
authentication server which is also the DNS\DHCP server.
Site 2 computers can ping across the T1 connection to the server, and
can get out to the internet if i use an external DNS server, but i
cannot get the Site 2 computers to login to the server, or use the
server as their DNS server.
Chances are you have configured the Site2 computers with
BOTH the Site1 DNS and with the external DNS.
That is an UNRELIABLE configuration (even if it may
work intermittently).
You must configure internal DNS clients to use STRICTLY
the (internal) DNS servers that can resolve ALL INTERNAL
names.
Check the DNS Client NIC->IP properties and remove any
external references.
I believe it is something to do with the DNS setup, but i am not sure.
If the above is not the case then move on to proving that
DNS request can REACH the other site:
nslookup target.name.com IP.Address.Site1.DNS
If this works then make sure all clients set to use this
DNS Server (set) ONLY.
