Is this possible to do ? I've just created a bunch of new reverse
lookup zones, that's hosting a whole pile of management device IP
addresses that don't support DDNS, and wish for the reverse PTR's to
be populated. At the minimal, how can I export the list of A records
from this domain, and import into the reverse lookup zone?

You cannot export A records and import them as PTR records.
If the devices don't support DDNS, and don't use DHCP, you can only manually
create the records.
