All the client PCs running Win9x and ME will be removed from the network.
Rest of them are Windows XP Pro and small numbers of Windows 2000 Pro.

You will likely still need WINS server.
You need WINS server if you have EITHER Legacy NetBIOS
machines OR legacy NetBIOS APPLICATIONS.
Browsing is an example of a NetBIOS application and there
are a number of other minor features built into the OS that
require NetBIOS name resolution.
Chance are you still need (and why not leave it anyway)
NetBIOS resolution.
BTW, every one of your machines, including DCs and other
servers, should be a NetBIOS client (on the NIC->IP Properties.)
