You should only seize FSMO roles if the DC that holds the FSMO roles will
NEVER be brought back online.

or try to restore from backup tape too bring the first DC on line?

BTW, from users' point, can they notice any differences? Certainly,
they can logon to
the network through the second domain controller, right?

Yes, but the Global Catalog is still required for Exchange and when cached
credentials expire.
