Let me give a brief scenario about the ROOT1 and ROOT2 servers (These are
Win2K SP4 servers).

ROOT1 server has the following:

Cached Lookups
+ .
Forward Lookup Zones
_msdcs.xyz.tech - (AD Integrated, Data is stored in AD, Allow Dynamic
Updates - Yes, Zone Transfer - Only to servers listed in the NS tab)
_xyz.edu - (Secondary, Zone transfer - None)
_xyz.tech - (AD Integrated, Allow Dynamic Updates - Yes, Zone Transfer to
Any server)

Reverse Lookup Zones
The usual reverse lookup stuff which I did not want to post

Similarly for ROOT2 server

In the remote site DC (which is Windows Server 2003, the newly installed
one) the only thing that I see is abc.xyz.tech which has been propagated
from the root servers. And the settings for this is as follows when I view
the properties.

General
Status - Running
Type - AD Integrated
Replication - All domain controllers in the AD domain
Zone Transfer - To any server (which was the previous settings in our Win2K
DNS server, so I did the same)

This is your problem, you can't add the zone as a secondary.

Win2k3 supports three DNS replication partitions.
All DNS servers in the AD forest (Win2k3 only)
All DNS servers in the AD domain (Win2k3 only)

Is the Win2k3 DNS in the same domain? - Yes, its in the same domain.

If the zone is AD integrated on the Win2k, and the Win2k3 DCs are in the
same domain, delete the secondary zone. AD integrated zones are replicated
to all Domain Controllers in a Domain under Win2k.
Under this scenario if you try to add a secondary zone if the same zone is
AD integrated on another DC, the secondary zone cannot load.
