What does this mean exactly

Does it mean when you dont use dhcp to lease addresses? can you provide an
ipconfig/all from server and client as there isnt much to go on in your post.
I assume you have checked for things like a root dns zone created "."
i assume also you can ping remote ip addresses?there are issues with dns
packets andsome firewalls. has this been checked?
do you get any eventlog errors? what about netdiag and dcdiag with the DNS
tests what do they report?
