related to things I have no idea why, but which point back to DNS,
one way or another, or purely refuse to stop (e.g. telephony!!).

I would have to dig a doc up, but I can tell you this much, the DHCP Client
Service is a required service (depsite it's name) and tied in together with
the DNS resolver and DNS registration service, whether the machine has a
static IP config or not. There are others that you need to be careful with
as well, such as possibly RPC too.
