Sort of, this usually happens mainly to laptops, but any client that
suddenly disconnects or shuts down without removing its registrations, then
the next time DHCP leases the IP to a different client, the client will
register its record with the IP. This is usually corrected the next time the
previous lease holder registers, but during the overlap you get to see this.
This is more common on PTR records because a PTR registered by one machine
cannot be updated by another.

There is a group policy that can be applied to XP clients to replace
conflicting A records.

-DNS Client

If this is a major concern you should disable DHCP on the router then use
DHCP on your server to register all the records for your machines. If
properly set up MS DHCP will register and de-register all DNS registrations
for all machines using DHCP leases.
