I think there's alot running on this machine. I would imagine since it
started happening since you reinstalled ISA to establish your internet
connection, it tells me ISA is misconfigured.

The easy out is I would remove ISA, remove the connection, disable the outer
NIC (multiple NICs IS a whole other issue with domain controllers), and
purchase a really inexpensive Linksys DSL/Cable router to handle that task.
For the price of about USD $25.00 (or near that), it will eliminate a whole
list of issues and alleviate some of the work this guy is doing.
