Sort of true. Only computers which are in the domain or in TRUSTED
Domain can register. (They must be able to be authenticated.) But in
most cases this means "domain computers" and definitely does NOT
include "workgroup computers" nor computers from unrelated domains.

Yes. As long as the DHCP server can authenticate AND you are able
to use DHCP for those machines the DHCP server can be set to register
on their behalf.

It's probably best to create a special account for ALL your DHCP
servers to share (as long as you use only Win2003 DHCP) and then
supply this in the credentials for registration (it's on the advance
tab IIRC.)
