Automatic primary zone to primary zone transfers???

If I have two DNS servers in the same AD set to hold a primary zone of the same zone name; can I get them to automatically sync each other or do I have to set one of the zones to be a Secondary zone type?

I am programmatically updating one of the DNS servers with the Microsoft DNS APIs (DnsModifyRecordsInSet()), but it looks like the information is not replicating to the other server.
