Thanks for posting the ipconfig /all. It actually looks good.

But we need to remove the RPC over HTTP proxy service. That is done in
Add/Remove, Windows Components (where you uninstalled Cert services). That
can be the whole cause of this issue.

Also your previous post you mentioned the DHCP Client service is not running
or won';t run? What happens when you try to start it? That is actually a
REQUIRED service, whether the machine is static or DHCP, because that
service ties directly into and is required for DNS resolution and DNS
Dynamic Updates to work, otherwise, a boatload of stuff can go wrong without
it running.
