The MX records can only be in the zone, if one ISP hosts your zone then that
is where your MX record lives. You would have to have the second ISP host a
secondary of your zone.
Since you have two ISP's and two connections to the internet, and if you
host your own mail server, create a second MX record with an A record that
points to the IP of your second internet connection.
Then you can still receive your mail should one connection go down. You can
also somewhat balance the mail connections by giving the MX records equal
priority.
