Using Master as Slave at the same time

I've got two DNS-servers, ns1 and ns2.
The first one is configured as Master using ip 123.123.123.1 (example ip!)
The second is configured as Slave using ip 123.123.123.2 (example ip!)
This far everyting works. All nslookups returns everyhing as it should be.
Since we are two hosting companies using this DNS-server we both want our
own domain showing when a reverse DNS-check is done and/or use our own
dns-name (I want to use ns1.mycompany.com and he want ns1.hiscomapny.com).
We were told that the easiest way to do so is to add an additional IP to
each server and use the second IP on the master as a slave.
So, on the Master we added 123.123.123.3, and on the slave we added
123.123.123.4 (we got many IP's).
The idea is to use the Master DNS as Slave and the Slave as Master at the
same time. By doing so we don't need two more servers.
In the slave-DNS we added a new zone as primary-zone with the secondary ip
(123.123.123.4) which should make this zone using the server as Master.
Next step is to add the zone on the OLD master, but add the zone as a
secondary. This is where the problem occurs.
When the zone should be transferred from the master to slave it doesn't
work.
In the event viewer we get an error:

A zone transfer request for the secondary zone testdns.com was refused by
the master DNS server at 123.123.123.4. Check the zone at the master server
123.123.123.4 to verify that zone transfer is enabled to this server. To do
so, use the DNS console, and select master server 123.123.123.4 as the
applicable server, then in secondary zone kimsdns.com Properties, view the
settings on the Zone Transfers tab. Based on the settings you choose, make
any configuration adjustments there (or possibly in the Name Servers tab) so
that a zone transfer can be made to this server.

We've checked this a dozen time and it's all correct.
Does anyone know how we should configure this?
I've asked this question on several forums on the Internet but no one seems
to know the solution. Someone told me that "no zone transfers are needed...
MS DNS will respond authoritatively to any query, on any interface. " I
don't see the solution in this since the slave needs to know every new
records from the master if we add anything.
