Scopes? You mean subnets.
WINS would be the answer here for NetBIOS name resolution across multiple
subnets. NetBIOS doesn't traverse routers. For good ol' Network
Neighborhood, which is based on the Browser service, which is in turn based
on NetBIOS, you will *need* WINS. Apparently your AV s/w uses NetBIOS to
find everything.
